Abstract:
The present work of course completion seeks to understand affirmative action through racial quotas policies in which blacks, have vacancies destined exclusively to them in universities, returning the present study with focus on the federal faculties. The purpose of this study is to study the politics of quotas for blacks in public universities and their compatibility with the constitutional principles of equality and proportionality. Brazil is a country that has suffered from the prejudices since its colonization where blacks were brought from Africa to slave labor, and from there various forms of racial prejudice were historically evidenced in need of reparation. Therefore, we will analyze the reason for the implementation of quotas policy in Brazil, still understand the past and the consequences of slavery still in the current day, and what are the positive and negative aspects of quotas. Therefore, we can understand the equality present in the institute of racial quotas. The quotas come as a current measure for a future result of equality between the different ethnic groups existing in the country. Through education the changes in the country can be visible and generate a better country, is the key of opportunity and equality that Brazil needs. Therefore, this research seeks to address the main divergences that exist regarding the implementation of the vacancy reserve for blacks and the possibility of establishing a system of positive discrimination for the effective protection of human rights. It is inequality, generating de facto equality and thus the fairness of opportunities with color indistinction.
