Abstract:
The Personnel Department is considered one of the subsystems of the
administration of the Human Resources sector, whose main objective is to carry out
all bureaucratic and necessary records, determined by the administrative processes
of Human Resources and by the legislation that governs the capital and labor
relationship. Thus, due to the current pandemic that the country and the world are
facing, resulting from the new coronavirus, in a state of public calamity, two
provisional measures were implemented in order to protect labor relations,
supporting the worker and the employer. It is in this sense that the theme of this
article arose, in which we sought to list the main changes that occurred in the routines of the personnel department. With that came the question: "How did the
norms published by the government, of social isolation and closing of non-essential
industries and services, affect the labor market?" To achieve the research objective,
in methodological terms, a study was carried out through the bibliographical
exploration of doctrines and documental research, bringing together norms issued as
a result of the pandemic, laws and, mainly, theories about the provisional measures
nº 927 and 936 of 2020 implemented. for the government. Thus, it was possible to
identify that the provisional measures were important for the implementation of
maintenance and balance strategies in decision-making in relation to employers, as
companies needed to adapt in the short term, given the changes in the employees'
work routines.
