Abstract:
The aim of this research is to analyze important points that accompany the changes arising from the enactment of Law 14.133/2021, which establishes new parameters for bidding processes in the scope of Public Administration, with special interest in the perspective of its impacts on the reality of the management of small and medium-sized Municipalities. The preparation of this analysis will be done through explanatory research, which brings together the particularities of descriptive and exploratory research, by carrying out an in-depth analysis of the subject, while granting the researcher greater affinity with the subject of study. The relevance of the selected method is based on the fact that the investigation is based on a new object, which still requires the deepening of scientific knowledge about its characteristics and impacts. The constitutional and legal regime applicable to public purchases and acquisitions will be presented, as well as its applicability at the various levels of public administration, analyzing the impacts that the bidding regime has suffered as a result of the new legislation, to finally make considerations about its possible impacts on the management of small and medium municipalities.
