Abstract:
This work has as main objective to discuss the juvenile offender, discuss the ECA, the discussions about the factors that led the juvenile offender to commit illegal acts, the growth of juvenile offenders in such acts and controversy that involves the reduction of minority criminal. Has as its main purpose is to demonstrate the measures currently adopted by law applied to children and adolescents are not effective enough to influence the recurrence of acts offenses, considering the rate of offenses committed by teenagers as well as the controversy that revolves around reducing the criminal minority. To carry out the research work was done in the exploratory mode, data collection became a reality through primary sources and analysis of hermeneutic theory was used to study how the phenomenon is understood by scholars in the field and their impact in daily work that operationalize the law. As procedure has literature and documents covering the reading, analysis and interpretation of books and documents, where all collected material goes through a screening and a study plan.
