Abstract:
This dissertation is part of the research line, Education, Institutions and Educational Policies of the Graduate Program in Education (stricto sensu) of the Faculdade de Inhumas - FacMais. It is proposed with this study to present a reflective analysis on education, neoliberal policies and external evaluation in the state education network of Goiás, in the years 2015, 2017 and 2019. The general objective is to identify how neoliberalism exerts influence on external evaluations applied in public education networks, especially the one in Goiás. The specific objectives are: conceptualize neoliberalism and historicize its implementation in Brazil; present the legal basis relating to the large-scale assessments applied in the public education network of the state. For this, it was proceeded to the bibliographical research, as well as the documentary analysis of laws and decrees specific to the theme. Therefore, the approach is qualitative, explanatory, and basic in nature. This study was based on several theoreticians, namely: Freitas et al. (2009), Foucault (2021), Laval (2019), Libâneo (2003, 2014, 2016, 2018), Luckesi (2011), Manzi Filho (2022), Melo (2018), Silva (2020), among others. The reflections allowed us to identify that neoliberalism uses large-scale assessments as a pretext to create public policies in order to intervene in reality. These interventions occur through the redefinition of the object of study and the reconstruction of pedagogical practices, focusing on the training of students, especially in public schools, so that they are prepared as specialized labor and master essential skills.
