Abstract:
This dissertation was developed in the line of research Education, Culture, Theories
and Pedagogical Processes of the Postgraduate Stricto sensu course, Academic
Master's level in Education, at the Faculty of Inhumas (FACMAIS). The educational
purposes of the Curriculum Guidelines for the New Secondary School are discussed,
in view of the whole discussion about the implementation of the New Secondary
School in Brazil until Law n.13.415/2017, which instituted the New Secondary School.
It was analyzed which educational purposes underlie the current curricular guidelines
for High School in Goiás. To this end, the research had as a parameter the analysis
of data from studies on a formation of human emancipation and for a fairer society,
and not just to meet the marketing interests of neoliberalism. Therefore, the problem
question raised in this work was: What educational purposes underlie the curricular
document for the New High School in Goiás and for which training? The aim was to
understand the historical, social, political and economic context of Secondary
Education in Brazil from the 1990s onwards – through the Jomtien Declaration, the
LDB, the DCN Ensino Médio and the National Education Plan. As well as: identifying
and discussing the conceptual theoretical bases of School Educational Purposes; to
analyze, in the Curricular Document for Goiás, New High School, the theoretical,
conceptual and methodological assumptions of basic general training and training
itineraries in a context with progressive educational theories of education. In this way,
the specific objectives focused on: a) understanding the historical, social, political and
economic context of the formation of Secondary Education in Brazil, from the 1990s
onwards; b) describe and analyze the educational purposes of the New Secondary
School in a neoliberal context, as a field of disputes and interests; c) analyze the
educational purposes of basic general training and training itineraries in the
Curriculum Document for Goiás Secondary Education Stage (DCGO-EM),
contextualizing it. To understand this articulation, the official documents released by
the federal government were analyzed, as well as the scientific production related to
the theme of the reform and to the BNCC presented in books, articles and theses
databases from the universities, as well as the Curricular Document for Goiás, stage
of Secondary Education, which still has few references. These analyzes led to the
hypothesis that the training provided to youth, as of the current reform, is shown to be
more like skills training and emptying of contents, far, therefore, from aiming at the
integral training of individuals. On the other hand, starting from the theoretical bases
presented for the reasoning of the analyzes on training at secondary level, it reflects
on the need for a curricular organization that walks in completely opposite directions
to the training of skills and the emptying of contents; that it is suitable, therefore, for
the formation of youth as a hegemonic formation, providing education with access to
all the contents historically developed by humanity with the objective of forming
individuals with conditions to, in addition to understanding the social organization,
transform it.
