Abstract:
This paper aims to examine the historical, social, and legal evolution related to genderbased
violence, with a special focus on the classification of femicide. The research
analyzes the context that led to the creation of Laws No. 13.104/2015 and No.
14.994/2024, the main advances brought about by this legislation, and the challenges
still faced in its practical application. It highlights the persistence of high rates of female
homicides motivated by gender reasons, evidencing structural flaws in public policies
for prevention, protection, and accountability. The study also addresses the role of the
State, the justice system, and the need for integrated and effective policies capable of
reducing the recidivism of violence and guaranteeing the protection of victims. It
concludes that, despite normative advances, confronting femicide in Brazil demands
greater state investment, strengthening of reporting mechanisms, and continued social
awareness campaigns.
