Abstract:
It is important for the country to improve its management of resources from public
funds provided to the government to provide appropriate services to the people. This
work analyzes different stages, types and methods from an overview. Deal with the
bidding process, administrative contracts, dismissal and unenforceability as well as
making the bid more flexible. As a result of the research process, the study in
question will provide essential information about the Bidding Dispensation, including
factors relevant to the performance of the procedure. The study will be carried out as
a bibliographic survey of recent articles and didactic books of paramount importance
for understanding the subject matter. it does not require bidding and its importance
for speeding up the most advantageous contracting in order to meet the emergency
needs of the Public Administration. In the case of Law n°. 13,979 we verified, through
research, the benefits that can be perceived by society through the possibility of
flexibilization of certain institutes of the law of bidding. This flexibility aims to
debureaucratize the activity of the administrator in the face of a pandemic scenario
that requires decision-making more quickly and objectively, provided that, of course,
respecting the legal limits.
